You must form at least one pure sequence (3 or more consecutive cards of the same suit without a joker). Without this, all other sets are invalid.
You must form a second sequence (can be pure or impure using jokers). The remaining cards can be grouped into valid sets (3 or 4 cards of the same rank in different suits).
